REGULATIONS
1.
The principal or delegated staff
members must be present to supervise pupil activities.
2.
Neither the school nor the school
group will directly pay a custodian as such for any regular or extra service.
3.
The school will be invoiced for
usages, for which the Board of Education does not pay, for custodial services.
4.
The custodian shall not open the
building or room before the arrival of the principal, delegated faculty, or
official of the group renting the facility.
5.
The responsibilities of the
custodian shall be:
(a) To provide heat, ventilation, and light where and when needed.
(b) To open and close the building; also the rooms to be used.
(c) To protect the building and its properties.
(d) Custodian shall notify the chairman or staff member where he may be
located in the building should he be needed.
6. For all activities starting at 6:00 p.m. or continuing thereafter,
the principal shall first present a written request to the Business Office
giving the proposed used, date and time.
In middle and senior high schools, all after school activities must be
with the approval of the principal and the supervision of a teacher responsible
for that program. In no case should a
teacher or a coach leave the pupils in the building alone.
7. If the use is approved, and the school calendar permits, the
Business Manager shall notify the custodian to open the building and shall also
notify the principal. The Business
Manager shall determine the number of employees needed for the use.
8. In
general, the following principles shall govern the overtime use of city school
buildings in the City of Canton.
(a) The principal is responsible for all school activities which he
administers both during and after school hours.
(b)
Non-reimbursable overtime within
reasonable limits will be granted to organizations under the direct sponsorship
of the school which are considered a part of the school’s program.
(c) Reimbursable overtime and utility costs will be due from organizations
sponsoring money-making affairs.
9. THE
OVERTIME USES OF SCHOOL BUILDINGS FOR WHICH THE BOARD OF EDUCATION WILL NOT
EXPECT REIMBURSEMENT FROM SCHOOLS ARE AS FOLLOWS:
Elementary Schools:
(a)
All school-sponsored uses which
follow the regular school day and which do not extend custodial duty.
(b)
Open house
(1) Assignment of one custodian
(c)
Nine meetings apportioned at the
principal’s discretion for parent organizations (PTA fundraisers excluded).
Middle Schools:
(a) Open house
(1) Assignments of one custodian
(b) Nine meetings apportioned at the principal discretion for parent organizations
(PTA fundraisers excluded).
(c) Six regular class approved activities.
This includes school plays, concerts and musicals. It does not include banquets, dinners, etc.
Senior High Schools:
(a) Open house
(1) Assignment of one custodian.
(b) Business meetings of parent organizations apportioned at the principal’s
discretion. This excludes dinners and
dinner meetings involving cafeteria personnel.
However, covered dish dinners are permitted if arrangements are made in
advance. Facility to be left in same condition as before program began. Cleaning is to be taken care of by
sponsoring organization.
(c) Twelve regular approved student activities. This includes school plays, band concerts, revues, musicals or
fiestas.
(1) The principal shall indicate the activity number on the building usage
request.
(2) Each activity or individual performance constitutes one approved school
activity
(d) Board meetings of various approved parent organizations, if the building
is supervised by the principal or some staff member delegated by him.
(e) Two dress rehearsals for each school-sponsored event on school days with
time not to extend beyond 10:00 p.m.
10. THE OVERTIME USES FOR WHICH
OUR BOARD OF EDUCAITON WILL EXPECT REIMBURSEMENT ARE AS FOLLOWS:
(a) Programs to which admission is charged.
(1) Does not include student activities, such as school dances, where
expenses must be covered.
(2) If activity is not scheduled in home school, costs must be reimbursed.
(b) Dress rehearsals in excess of two for each
school-sponsored event
(c) Events where any other schools
come here as participants where there is a cost to the Board, such as: band and choral contests, concerts,
festivals, speech and debate tournaments, as per Curriculum Department
regulations. These activities do not
qualify as one of the twelve activities for a given school.
(d) All uses of cafeteria or lunchroom facilities
where food is served by school staff.
(e) Saturday or evening usage of
school gymnasiums where admission is charged.
Proper supervision is the responsibility of the requesting party. Approved Building Request is required for
Saturdays and evening usage(s).
(f) The costs of all services
rendered by cafeteria or custodial personnel will be invoiced to the group
requiring services by the Business Office.
11. The use of school facilities
for school events on Sunday and legal holidays is not permissible without the
Board of Education approval except in emergencies. Heat will not be provided for unauthorized use of buildings.
